Whenever there is a need for impact, succinct, incisive communication and, of course, wit. A good cartoon, regardless of style, can boil down reams of words into a picture - and humans are very good at remembering pictures.

They can also do a job that some other types of picture just can't do. A photograph of a man slipping on a banana skin wouldn't be especially funny. Similarly, an academic drawing of the same incident probably wouldn't raise a smile. But a good cartoon...

Of course, there will be some situations and products that are not well suited to cartooning. Funeral directors tend not to use cartoons in their advertisements. However, a good cartoonist will have the skill to use even dire situations in an acceptable and memorable fashion.
